Mr. Brown performed exceptionally at all tasks required. He has a broad knowledge of commercial law issues with special expertise in the pension, financial, insurance and capital markets sectors and always impressed me as being a very analytical, original and innovative thinker. He communicated his ideas, both written and orally, in a straightforward, cohesive and understandable fashion.
His concern for quality has engendered such a confidence in his performance that he has been sought after by several Government Committees and Ministries for his expert analysis of key issues.

Darrell is an experienced and capable lawyer with substantial expertise in public and private pension systems (in Canada and elsewhere), securities law, mutual funds, capital markets, and civil and common law jurisprudence.
I worked closely with Darrell in Kazakhstan, where I was a consultant for the Asian Development Bank and he for USAID. Darrell had worked on the law reform project for a considerable period prior to my arrival, so that I was able to report to ADB that the new pension law and enabling regulations had been drafted and the integration of pension investments and capital markets was well underway, thanks in large measure to the efforts of Darrell, the principal attorney for the USAID project.
Darrell is thoroughly competent and professional and exhibits the highest standards of personal and professional integrity. He has acquired and used the diverse personal skills that are needed in dealing with clients, colleagues and adversaries in complex legal matters. He is a valued friend and colleague, and he has my unqualified favorable recommendation.
We concluded that the 2002 Macedonian company law could not be implemented without a substantial rewrite. Darrell was instrumental in convincing the international donor community and the Minister of Economy to support the drafting of a new company law. Further, he played a key role in transforming the relationship between the international donor community and local experts from one of animosity to one of trust and partnership.
A working group was formed comprised of government, local experts and project personnel under Darrell's leadership. The enacted law is fully compliant with European Union Directives and the OECD's White Paper on Corporate Governance in South East Europe.
Darrell demonstrated the highest level of professional ability and integrity. He is well respected by the Macedonian Government, representatives in the private sector and by our USAID counterparts. I would welcome the opportunity to work with him again and highly recommend him without reservation.
Three key pieces of legislation were adopted under Darrell's leadership: the Company Law, the Law on the One Stop Shop, and the Bankruptcy Law. Darrell was also active in teaching commercial law at post-secondary institutions, training trainers, assisting with survey design, and providing significant input into the public education efforts directed at companies, shareholders, and the general public.
One of the challenges at project outset was transforming potentially hostile counterparts into allies. Darrell played a key role in winning over opponents and engaging them in the legislative drafting process so that they felt a part of and supported the process — which resulted in excellent legislative results. This could not have been accomplished without being sensitive to cultural differences and having exceptional interpersonal skills.
Darrell provided essential support that made my job as CTO easier. I would welcome the opportunity to work with him again and recommend him highly without reservation.
Mr. Brown has exceptional technical knowledge in the area of supervision of financial institutions and adapts quickly to analyze and produce sound recommendations on topical areas of commercial law.
Mr. Brown's interpersonal skills were excellent — within the USAID project team and with government counterparts from the Minister of Finance down to lower levels of that Ministry. He made a strong effort to understand the Ukrainian outlook and cultural aspects of the society.
